Actually, this is NOT true.

ALL of the trail tread of the PCT that lies on private property lies on 
easements at least 8ft wide purchased from the owners. They cannot block 
access to the trail, it is part of the title to the land. One of the things 
the PCT has done is to gather copies of all the easements into one file for 
easy access.

But imagine walking through through a housing development in an 8ft wide 
alley with cinder block walls on either side for several miles...... There 
are several places where that could happen.
