[pct-l] ELR to Ashland

Next summer, starting around July 10th, I am planning on starting at Echo
Lake Resort and hiking N to home in Ashland.  I would like to tap your
collective expertise a bit.

What will I need in the way of permits in order to be official?
Can I expect much snow between the start and I-80, or elsewhere?
Are there places where there will still be especially numerous mosquitoes at
that point in the summer?
