[pct-l] Sierra Snow

The Oregon snow situation is somewhat better than the
25% of normal dude estimated, but not by much. Mt.
Hood is under 50% of normal for the water year (since
Oct. 31) and since Jan 1 it's under 33% of normal snowfall.
Downstate it's as bad or worse.

Oregon's PCT is drier than you'd expect, since the trail
is often along ridgetops (no creeks at a crest) and the
soil is oftentimes very porous and soaks up snowmelt
without creating surface water. However, the lakes will
still be there come July/August - just warmer and smaller
than you'd wish.
