[pct-l] Address change for Burney and a water question

The Hat Creek Rim is waterless. However, there may be a water cache - but
probably not this late in the season. So, start late in the day (or very
early in the morning), spend the night, and then get to water the next day
after coming off the Hat Creek Rim. It probably isn't so hot now, so this
section should be easier than earlier in the year. You don't need to get to
Burney Falls to get water - there is a small town before.
