I did the Hart's Pass to Manning section from 9/11/99 to 9/13/99.  There
were still some very small patches of snow above 6500 feet, but nothing even
remotely difficult.  

For me the worst was Three Sisters' Wilderness (Oregon) on 8/7/99 and 8/8/99
where there were 30 MILES of solid snow requiring winter navigation skills.
