[pct-l] NOAA Winter Climate Outlook

I thought I would pass along this link that shows the
Final NOAA Winter Outlook. Their long term climate
models show there is a 50/50 chance of normal
precipitation for the PCT. A weak La Nina event can
lead to warmer temperatures later in the Winter and
into 2006.

At "50/50" even I could make that prediction!   lol
