It may be that they planned to have to *carry* someone out.  The rule
of thumb for litter carries is 18 to 24 people are required to just
do the carrying (three teams of 6-8 people).  For carries more than
a few miles it might go up to 30 to 36 people.  You then need all the  
support
people to manage food and water and so on.
