Hi there,

Isn't it similar to humans: I love pepper, if a hint of it is in the 
air. And I love putting it in food. But spray it in my nose and eyes 
and I would be well-repelled. Bears like the smell and roll in it when 
they find residue, but if it is sprayed into their nose/eyes with a lot 
of force, like with a good bear spray can, they break up their attack. 
I have never experienced a bear attack, but it sounds logical.
