Things get significantly quieter after Labor Day in
Desolation (like everywhere else), but it is still a
very heavily visited area (nothing like running into
55 schoolkids climbing up Mt. Tallac in late
September).

Thus there's always a chance of running into a ranger,
especially if you are cruising around Fontanillis,
Dicks Lake, Mt. Tallac, and the more popular areas. 
The permits are easy to get, so no worries there. So
get a permit and have a great hike. (If you can get 10
days off, do the whole Tahoe Rim Trail... it's fantastic!).
