In Germany pretty much all the land is publicly accessible. Setting up a 
tent is not allowed everywhere - but sleeping in a bivy will not interfere 
with local law. Tarps might push it in some regions. Best of all: No 
rangers to check permits! (Then again in the alps and other hilly regions 
most people prefer hiking from hut to hut.)
