It is legal to hitch everywhere but the "Freeway," which means those  
portions of road that are accessed by on and off ramps... that is, there is no  
direct access, like cross-streets.  It is illegal to stand in the "roadway"  
everywhere....which is the portion on which vehicles travel, and so, is probably  
not a good/safe idea anyway.  It used to be that traveling in the bed of a  
pickup was illegal only for kids under 13 or some such age.  Now it is  legal, as 
long as the owner has thoughtfully installed seat belts  for  the randon 
thruhiker they pick up. <G>
