My rain getup:
Vasque Zephyr boots. Nylon / leather / goretex.
Marmot goretex jacket (or some kind of membrane) shell.
REI 7oz goretex pants that pack smaller than a soda can.
OR expedition goretex gaiters.
OR seattle sombrero hat
trash bag for pack
I stay bone dry. If I'll be warm, I just have nothing but undies
underneath my pants, and nothing but a nylon shirt under my jacket. It
has pitzips that I use sparingly, depending upon rainfall.
My setup works fine, and everything does double duty. I don't have a
"parka", I just have layers that I stack on, and the outer layer is
light weight / breathable / waterproof stuff.
The only thing that really ticks me off about rain, that I can't seem
to get around, is packing up wet gear into my pack. Makes me wanna go
insane. And especially if you have multiple days of rain with no
chance for anything to dry out; eventually anything that hasn't stayed
absolutely warm and on your body is, at best, fairly damp.
