In addition to the narrow market that Steve mentioned, we need to keep in mind that only "approved" canisters are allowed in certain locations.  Therefore, any homemade product will still need to be tested by the so-called government watchdog (or watch-bear) organization) before in can be unconditionally approved for use.  No doubt there are certain costs associated with kissing-ass, oh pardon me I should have said lobbying for approval, which can increase the overall cost of doing business in these circles.
