I did a little WAG  (Wild Ass Guess) estimate based on wilderness permits 
issued for Inyo NF and estimating that 200 thru hiker make it to the Sierra 
and they hike 20 miles a day: Thru hikers account for about 0.01% of the 
hiker nights spent in the Sierra. (Wild Ass Guess)

So at most they are only about 0.01% of the problem, but probably less 
since the typical thru hiker schedule puts them thru ahead of bear season.

You can make a moral or philosophical decision that zero tolerance on 
"scoff-law thru hikers" is the right thing to do, but from a purely 
practical viewpoint, if the same effort spent on pontificating to thru 
hikers were directed at the other 99.99% of the of the problem, the return 
would probably be greater.

That is why I thought that Tom's threat to spend his money trying to force 
thru hikers to use cannisters, and his ultimate abandonment of this list 
over the same issue was so amusing.
