When I was researching for my book, I called and spoke to a Yosemite Ranger. 
  Per the Ranger, PCT hiker mail to Tuolumne Meadows should be addressed 
like this:

(hiker name)
c/o General Delivery
Tuolumne Meadows
Yosemite National Park, CA  95389
