I'm sorry I made a mistake and said there was snow in Desolation Wilderness 
in '00.   I passed throught there in '99 during a "normal" snow year and there 
was a fair amount left around July 4th.  Plus I did get asked for a permit 
upon entering the wilderness.  I also remember that Lassen Volocanic NP had tons 
of mosquitoes that year.
