[pct-l] waterproof cover for sleeping bag

Hi

I remember one recent submission that the US Postal Service has a priority/express mailing bag that would be  good to place a sleeping bag into.  The submission advised that the bag was hard to rip and was waterproof.  I inquired at the USPS and they did not know about such a bag.  Did I get the info wrong in the submission, anyone remember?
