This enters the San Jacinto Wilderness Area north of Highway 74. There are
actually two
wilderness areas - federal and state - but you only need a permit from the
one your enter first, which would be the federal. Get your permit from the
San Bernardino National Forest ranger station in Idyllwild. It will allow
hiking, but not camping, in the San Jacinto State Park Wilderness as well.
Since the state park only allows camping in designated camps, and you are in
the park only a few miles and don't pass any camps, that's not a problem.

The exception would be if you took an alternate loop route to climb San
Jacinto Peak and chose to camp at Little Round Valley before descending
Fuller Ridge. Then you would also need a state permit. The State Park ranger
station is almost across the street from the USFS one in Idyllwild.
