You take bus route 992 from the airport to downtown San Diego

Then you take the "orange line" trolly from downtown to the El Cajon 
Transit Center

Then you take the "southeastern rural route bus" from the El Cajon Transit 
Center to Campo

This link is the bottle neck with one bus per day leaving El Cajon at 
3:04pm and arriving in Campo about 5pm.
