I believe the expert is correct. He's talking about how to survive the
longest in cold water. You've only got so much fuel in your body and you'll
use it up faster by exercising. If you keep still, you'll be colder sooner,
but your body will burn as much fuel as it needs to stay alive. The key is
that it will last longer if used at a minimum rate.
Other things you can do are wear as much insulation as possible. It will
reduce convective heat loss. Moving increases convective heat loss. Of
course getting even part of your body, especially your head and neck, out of
the water would help tremendously.
