In the San Gabriels I believe you can build a fire anywhere IF you follow
some rather stringent rules. In areas where you can't you can't camp either,
EXCEPT at established campgrounds. These rule change regularly and, as brick
points out, wishes are sometimes presented as rules. Does anyone know?
