I camp in the Anza-Borrego Desert State Park 15-20 nights per year. I am 
familiar with their regulations: 

<condensed / paraphrased>
Dogs on a < 6-foot leash are allowed on jeep roads; NOT allowed on hiking 
trails at any time. Dogs in campgrounds must be on leash at all times. Dogs 
must be in tent or RV at night.

I don't know if this is true about all State Parks or not.
