Dogs are not allowed in National Parks.  It is my understanding that dogs
are allowed within 100 feet of a paved road and in Campgrounds if they are
on leash in National parks to allow dog-owners to transit the park.  They
are also not allowed in Anza-Borrego Park , and in Castle Crags.  There was
a fairly long discussion about this last year.  Look about october 21-23,
