My guess about why Oregon gets more federal funds is we are currently mowing
down our trees faster than you are up there is Washington.  I can't remember
where I recently read it, but it surprised me that Oregon was the greatest
producer of board feet of lumber last year.  I think the Forest Service has
a mandate to provide timber to cut and get paid in part by how much they
produce.
