[pct-l] Bighorn Plateau and KM day

The key April 1 snowpack data for the Sierras are starting to come in

Bighorn Plateau is at 45 inches snow, 17 inches of snow water equivalent,
which is 76% of the April 1 average.  Although this measurement dates to
Mar 25, I don't imagine it will change much in a week.  That 76% value is
in line with the other data posted for the Kern River and Kings River
basins, so it is definitely a low-snowpack year, despite the El Nino.
Northern Sierra values are close to average.

Using the inches/3.5 + June 1 formula, this makes June 12-13 the target
date for departure from Kennedy Meadows.
