There is a difference between the the way that PCTA quoted the BLM
regs and what the regs really say.

The BLM used the words "SUCH AS" while the PCTA changed them to "ONLY"

The BLM stage 2 order order says:
"Controlled flame devices such as portable stoves fueled by petroleum
or LPG products are allowed only by permit"

The PCTA advisory incorrectly quotes the document as:
"Only controlled flame portable stoves fueled by petroleum or LPG
products are allowed [campfire permit required for stove use]."

Nowhere does the BLM order say anything about shutoff valves. I have
only seen that in USFS regulations that are sometimes issued. I have
not found any definition for "controlled flame device" in any
government document that apples to stoves.

I would really like it if someone could provide a link to an official
BLM document where the term "controlled flame device" is defined, or
some other BLM document that mentions shutoff valves in this context
