[pct-l] When will the Oregon/WA sections be hikeable?

>From Hwy. 140 north, the Oregon Cascades are usually hikeable by Aug. 1. In
some years, lighter snow allows slightly earlier starts, but July is always
a mosquito hell in the Cascades and frequently involves a good deal of snow
travel. This has been a fairly normal snow year in Central Oregon, without
the late spring snow of the last two years.
