Be aware that the Spot device is not a PLB.

They can both be used to summon help but they use different satellites and reporting networks. 
A PLB is for requesting rescue only and has additional features to aid in rescue.
The Spot can be used to provide tracking and to send non-emergency signals.

The choice will depend on what you want the device to do.

Another option is a satellite phone that can provide two-way communication.
