One thing to think about is that the right of way for
a road does not end at the edge of the pavement.
In residential areas where you have a street with a curb the
actual right of way extend another 10 to 15 feet on each side -
this is where the sidewalks may be located.
Away from the city you will notice that there may be a fence
that could be 25 to 50 feet from the edge of the pavement.
Sooooooo...... you may need to be off the right of way to be
safe or do not show your Hiker to Town or Trail sign or thumb
if you see Smokey the Bear comming...

The California Code 21957 states as follows: No person shall stand in
a
roadway for the purpose of soliciting a ride from the driver of any
vehicle.
Not being from the US What constitutes a roadway? Only the paved part
or
also parts on either side including a possible ditch?
