Doug,
Greyhound is it for public trans.  Another alternative is ride-sharing on
Craigslist.  My kid uses that rather successfully.  Hitchhiking stinks from
Cascade Locks because of how the on-ramp is situated.  The on ramp goes up
a hill to meet I-84, and meets the freeway at an awkward curve.  If
hitchhiking is the only option it's almost better to hitch east for a
couple exits, then hitch back west.
