I can only speak of southern California.  You didn't mention whether your friend's phobia is for all snakes, or just the venomous ones.  But, biologically speaking, snakes in general are plentiful.  Yet some hikers have gone with seeing only one or two, others might have crossed paths with a dozen.  There's a lot of chance that comes into play regarding a sighting.  I suppose, for your friend, the real factor will be the strength of his phobia.  Maybe he can imagine what his reaction would be if he did come upon a snake across the trail.  Most everyone jumps, many shout or squeal, but everyone finds a way to deal with it. Seeing a snake is not the same as having to touch one.  Me?  I couldn't think of front pointing on an icefall, balanced by a couple of axe heads.  No way Jose.
