Sounds like the owner of the establishment is within his legal rights to open a hiker's package.  Is that how everyone else interprets this?

  with each company's policy. If there are disputes, mail is delivered in
  accordance with the wishes of the company's president, chief executive
  officer, or equivalent officer.
