[pct-l] New Webcam List

Hi,

Thanks for the webcam suggestions.  I added the *Steven's Pass Cam* and the
*Mammoth Mountain Cam*.

I checked the trailquest list and I think I have all the PCT cams from that
list that are still operating.  Most of them have different URLs now (which
is why all the trailquest links are broken).  I just googled the cams and
got the new urls.  But a few of the cams on the trailquest list are no
longer operational.

More to come on the webscams  :)
