[pct-l] New Webcam List

Hello,

Someone asked if I would put together a list of webcams in areas near the
PCT.
I've put together the best list I can.  I'm sure there are more out there.
If you know of any more please let me know and I'll add them.

I'm also going to list them in the drop-down list in their latitudinal (is
that a word?) order.
