When I walked from Highway 36 to Highway 44 in 2007, there was a group of 
horsemen and horsewomen who had parked trailers at the Highway intersection 
with the PCT and ridden north a ways and back that day. They had no problems 
with the trail.
The campground host at Warner Valley was obligated to inform all campers 
that they were supposed to pay. PCT hikers who did not were not hassled 
particulatly if they arrived late and left early in the morning before the 
Forest Service agent visited and checked on camping permits. I believe there 
was a spot just south of the campground and road where one could stealth 
camp comfortably; I don't recall about accommodations for horses.
