True...Sonora Pass to Echo Lakes doesn't get you into Desolation Wilderness.
It does, however, pass through the Carson-Iceberg and Mokelumne Wilderness
Areas, both of which require a permit. Details here:

AFAIK, there are no quotas for either wilderness area.
