[pct-l] Rescue Insurance

I think the SAR folks at Steven's Pass last October considered that a
training mission also. They were given the facts and the option to go when
they felt the timing was right. They were asked about fees and were told
there were none. They seemed really excited that the hikers and dog were in
good shape and really needed no assistance.
