I read this as a simple question for more information. Not everyone has the
same background about trails, permits, and even organizations.

Anyone can use the trail as long as they get the necessary permits and
comply with any rules. Ultrarunners, as a rule, are self-sufficent and leave
no-trace of their presence. Permits for competitive events in national parks
are usually no allowed.

I am the race director for a 31-mile trail run in the SF East Bay hills and
work with a great group of runners. They will usually quickly pass the
hikers and solitide is restored. Many runners are actually quieter on the
trail than hikers.
