Walt,

If you look at the SNOTEL report, the percentage is based on the snow water
equivalent average for todays date. It's saying that the snow water is 124%
of the average for todays date. The California snow surveys are giving you
the percentage of the average April 1st snow water equivalent. In other
words, there is currently about 70% of what you would expect on April 1st.
So for your purposes the most useful measure is the SNOTEL estimate.
