[pct-l] La Nina in effect

NOAA has stated that a 'La Nina' weather pattern is occuring.

This means continued dry conditions in the Southwest and wetter than normal
conditions in the Northwest. The condition can possible last into the
summer.

For the northbound hiker this may have little impact, with the possible
exception of slower melt-off in the north. It also may mean an earlier start
date is possible if conditions stay dry.

But let's not count our chickens.....until April anyways.
