See this at www.northwestpackgoats.com It's an ultrasonic noisemaker that 
sets dogs back on their heels. Usually the more aggressive the dog the more 
the dog reacts to it by backing up or running away.
It's made and approved for mailmen and I also use it when my dog is being a 
jerk. He hates it.
It works on domestic cats so I suspect it would work on cougars. In fact, it 
came installed with a battery and I was messing around with it when I first 
opened the package and realized my cat was repeatedly bouncing off the wall.

I've been using it for goat protection for a very long time. I also carry 
pepper spray but it's my first line of dog defense.
