[pct-l] Water in Section E

I just updated the water reports with a few notes from some trail journals,
but there's not much new to report. I am hearing that seasonal streams are
drying up, but may run for a few days after a storm. 

The specific locations Phil asked about I've heard little about this year,
probably because it was so wet when the nobos went through.

I'll keep updating as long as hikers keep sending water reports.
