structured more from the bottom up (i.e. by state or national park).

Finally, here's one more idea. Why not raise money for the Continental 
Divide Trail Alliance (www.cdtrail.org ) ? They use money to purchase the 
rights of way for eventual completion of the trail in the southern sections. 
In so doing, they preserve wilderness in the trail corridor.
