[pct-l] Report on Continual PCT Conditions Idea

Or do as I did, and those who carry a Pocketmail can do, type up a separate  
daily summary to PCTA, or really to the regional manager (ie Pete Fish in  
SoCal). When you get to town, send the summaries. I typed most of my stuff while  
walking.
