Hey...we could all implement Trail quotas and hand out the permits
accordingly...

Wait....that's been tried...and it sucks...

The best solution is to not rely on the water caches, the towns, and the
trail angels ...I know..easier said than done. Actually, I don't know what
town resources are ever stretched except maybe lodging..but that is rarely a
problem...

I always am amazed at the evolution of any gathering or function...no matter
what the initial intent, it always ends up with people clambering for more
regulation..
