So, regarding the memo posted by Waybe Kraft, all you have to do is
say that the dog is your service and they have to let you and you pup
by.  However, the superintendent can make the decision that your dog
still poses a threat to the wildlife and close off the area to your
dog.  So it doesn't complete cart blanche, since there is a way to
"call your bluff" if  you are, indeed bluffing.
