Under federal law they can't block you because if they turn your dog 
down they are turing you down. and under the americans with disability 
act every one has the same rights to equal access and if you tell some 
one there service dog can't come in then they are saying the person 
can't come in believe me I have the head of the park service legal dept. 
who is disabled him self on speed dial. The guy is a great guy.
