Help

I was talking to this Real ultralight expert and designer Sunday.
He told me about a jacket called a Cocoon at Backpackinglight.com.  About 9 oz.

Has anyone used it?  
Does it block wind or need a windbreaker/top shell?
If so, would a poncho suffice as a windbreaker?

What kind of base layer does it require?  T? Long Sleeves?.?
