I like high loft synthetic vests or jackets.  Budget minded would be
MEC northernlite.  More expensive, but lighter weight is the Montbell
Thermawrap.  There are a variety of other companies that make such
jackets / vests.  There are a number of other companies who make light
weight primaloft of polarguard items.

Another option are lined windshirts like Marmot Driclim Windshirt. 
Brits seem to like pile jackets bound to pertex shells which is used
as an intergrated midweight insulation and rainware like Paramo
Mountain Shirt and  Buffalo Teclite Activity Shirt for their damp and
chilly winters.
