Ed, here's the message you're talking about:

No flames rule (from Leslie)
After the fires started by campers in the Sierras last summer, some National 
Forests around Tahoe revoked all fire permits and didn't allow any flame ... 
not even stoves. When I questioned rangers in a neighboring jurisdiction 
about it, they hadn't even heard of it. So my suggestion is to check with 
each area separately.
